Mickleton is a village in Teesdale, in the Pennines of England. Mickleton is situated by the meeting of the Lune River, as it leaves Lunedale, and joins the Tees, behind Mickleton on the Lunedale Hills looms the Bronze Age burial site of Kirkcarrion.

Annual Governance and Accountability Return 2019/20

The Financial Regulations under which the Parish Council operates are reviewed annually.


The Parish Council annually reviews its income and expenditure at a full Parish Council meeting, held on the second Tuesday of December. At this Parish Council meeting the village precept is set which is then submitted to Durham County Council for inclusion in the county tax band calculations.

The village precept for the current year is £TBC which forms the bulk of the Parish Council income. The Parish Council strive to spend this money prudently on maintenance issues around the parish to maintain and enhance the aesthetics of the village.

Transparency Code Requirements

The Local Audit and Accountability Act 2014 sets out a new framework for local public authorities which are currently covered by the Audit Commission regime. Under the new framework, Local Councils with an annual turnover not exceeding £25,000 will be exempt from routine external audit.

All items of expenditure greater than £100 are minuted within the monthly Parish Council Minutes.

End of year accounts are shown.

An annual governance statement is produced in accordance with the format of the annual return audit form.

Internal annual audit report, an annual internal financial audit is carried out prior to current submission to the external auditing body.

After quite a long break due to Corona Virus restrictions, Mickleton Parish Council will resume regular meetings on Tuesday 4th August 2020, in Mickleton Village Hall at the usual time  ot 19:00. These will continue to be held, on the third Tuesday of the month (excepting August when the Parish council does not meet) in Mickleton Village Hall at 19:00.

The next regular meeting of Mickleton Parish Council will be held in Mickleton Village Hall on Tuesday 15th September 2020.

Members of the  public are always very welcome to attend the meeting as observers only but if you are intending to come to the meeting PLEASE follow the guidelines in the Corona Virus Safety Notice, see above.

Given the continued prevailing circumstances Mickleton Parish Council has again reluctantly decided to cancel the Regular Meeting of the Parish Council, scheduled for Tuesday 21st April 2020. The next Regular Meeting will now, and if the circumstances permit, take place on Tuesday 19th May 2020 in Mickleton Village Hall at 19:00. Any changes to this will be published on this website as the situation unfolds.

This meeting, if it can be conducted, will include the Annual General Meeting of the Parish Council. The Council is making legal enquiries to ensure that we stricktly conform with any requirements that we may be subject to.

Any parishioner who has something that they feel should be brought to the Parish Council's attention in this uncertain period should make contact Kath Towler, Clerk to the Parish Council, her details are on this website.

Suspension of Mickleton Parish Council Meetings

The COVID-19/Coronavirus pandemic and the unprecedental in peacetime Government measures in response to the crisis (eg prohibitions on gatherings, social distancing, self isolation and shielding of those deemed to be most vulnerable) have meant that the requirement for Local Government to hold public meetings in person with all members present in one place, cannot be met.


In view of the above Government measures, Mickleton Parish Council have suspended all meetings, including this year's Annoual General Meeting until the current Government measures are lifted.

At this joyful time - All on Mickleton Parish Council send sincere thanks to everyone in our lovely Village for the goodwill & support we have received throughout the year- Especially to our `Green Fingered' friends for all their hard work and effort in planting and maintaining the now glorious Dale View Corner.

We remember with sadness and warm affection, those dear friends we have lost during the year.

Joining together, we wish everyone, A wonderful Christmas and a happy, healthy and prosperous New Year.
